An exciting opportunity has arisen within a West London local authority which is currently recruiting for a head of strategic asset management
This role will work closely with the AD Operations to plan and deliver an asset management strategy which provides the basis for the Council’s planned maintenance and capital delivery spend. This will ensure current asset to the required minimum standard as set out by the government required standard and compliance with Health and Safety regulations.
The Asset Management and Compliance Data will develop and maintain expert relationships across a range of Health and Safety areas to proactively engage their support both in preventative work and developing a long-term investment approach. The role will also develop relationships with peers across London and nationally to ensure that the approach is joined up and consistent.
They will work closely with the Assistant Director in providing information to elected members, audit committee and senior organisational leaders regarding asset management and Health and Safety Compliance data.
Actively lead on ensuring that the council has an appropriate framework of policies and strategies to ensure compliance across the Council’s housing stock.
DESCRIPTION OF DUTIES:
Responsible for the Programme Management team maintaining H&Fs current housing stock to the required minimum standard as set out by the government required standard and in line with Council’s objectives.
Management of key internal stakeholders, to include, finance, property services and neighbourhoods as well as key external stakeholders to include local authorities, government bodies, TSA, HCA, HSE and consultants.
Responsible for ensuring the appropriate and auditable recording of health and safety compliance information, including: fire, gas, asbestos, electrical, lifts, legionella and playground equipment. Ensuring that the council’s approach is up to date with best practice and emerging requirements in particular from the Hackitt Review.
Own and manage the relevant asset management and compliance databases to provide the basis of planning an investment strategy for the Council’s housing stock which achieves health and safety compliance and invests in the council’s asset.
Ensuring that appropriate governance is in place to determine the allocation of capital resources to deliver the Council’s asset and compliance management strategy and plan.
Liaise and provide direction to capital delivery teams on the Council’s asset management and investment approach.
Ensure that appropriate systems and governance are in place for asset management information from capital delivery and repairs and maintenance work undertaken across all council housing stock.
Ensure the maintenance of the Council’s asset register for housing stock.
Ensure that the Council has an appropriate approach to ensuring the on-going stock condition and surveying of housing stock, managing the input of specialist consultants and resources were appropriate.
Advise on the Council’s approach to keeping an up to date asset register and stock condition survey.
Devise and keep up to date the Council’s asset management strategy to reflect best practice across the housing sector.
Hold external expert relationships for advice and response to events
Post holder has a high level of responsibility

Respond to members
Hold relationships with peers in London boroughs and nationally
Proactively seek out and implement best practice
